This is actually a custom observed by some communities here (both Islamic and Non-Islamic) in India. In some communities the younger brother must marry the widow of his elder brother and look after and bring up the children left behind. Even if he is in love with some other girl, he must give up his choice to pick up what is considered a family responsibility. What is the actual Islamic position from legal angle?
